Russia to supply S-300 to Syria within 2 weeks after Il-20 downing during Israeli raid – MoD

Within two weeks Russia will deliver to Damascus an S-300 air defense system, previously suspended on a request by Israel. It comes as part of a response to the downing of a Russian Il-20 plane during an Israeli air raid on Syria.


Moscow accused Tel Aviv of failing to inform Russia about its impending attack on targets in Syria, which resulted in a downing of the Russian electronic warfare aircraft by Syrian return fire. Russian President Vladimir Putin ordered the defense ministry to take several measures in response to the incident, the ministry said in a statement on Monday.

Arguably, the most concerning thing for Israel will be the delivery to Syria of an S-300 anti-aircraft system, which will boost Syria’s capabilities to deny Israel access to its airspace. The system was purchased by Damascus several years ago, but never delivered.

“In 2013 on a request from the Israeli side we suspended the delivery to Syria of the S-300 system, which was ready to be sent with its Syrian crews trained to use it,” the statement said. “The situation has changed, and not due to our fault.”

The S-300 is a relatively modern system capable of engaging targets at the range of up to 250 km. Syria’s current anti-aircraft systems are older models that didn’t stop Israel from attacking targets on Syrian territory.

Integration with Russian systems

The Russian military will also supply better control systems to Syrian Air Defense Troops, “which are only supplied to the Russian Armed Forces,” defense chief Sergey Shoigu elaborated. This will allow integration of Syrian and Russian military assets, allowing the Syrian to have better targeting information.

“The most important thing is that it will ensure identification of Russian aircraft by the Syrian air defense forces.” Potentially it would also expose Israeli aircraft tracked by Russian radar stations to Syrian fire.

Electronic warfare over Mediterranean

The third measure announced by the Russian defense ministry is a blanket of electronic countermeasures over Syrian coastline, which would “suppress satellite navigation, onboard radar systems and communications of warplanes attacking targets on Syrian territory.”

Shoigu said the measures are meant to “cool down ‘hotheads’ and prevent misjudged actions posing a risk to our service members.” He added that if such a development fails to materialize, the Russian military “would act in accordance with the situation.”

Commenting on the development later in the day, Kremlin spokesman Dmitry Peskov stressed that the Russian leadership made the decision to protect Russian aircraft in Syria from further friendly fire incidents and “is not directed against third nations.”

Last week, a Russian Il-20 plane with 15 people on board was shot down by a Syrian anti-aircraft missile over the Mediterranean Sea off the coast of Latakia governorate. The Syrians fired in response to an Israeli air raid on its soil.

Russia laid the blame for the downing on Israel, saying that the Israeli military failed to inform their Russian counterpart in time for the Il-20 to be moved to a safe area. They also said the Israelis may have deliberately used the Russian plane as a cover, expecting that the Syrians would not dare to fire at their F-16 fighter jets with the Russian plane nearby.

The Israelis denied the allegations and said they took all proper precautions and didn’t use the Il-20 as a cover. The explanations, however, failed to convince Moscow.

      It was not immediately clear if the demilitarized zone incorporated the city of Idlib itself; if it did, that would require that some of the rebels pull out of the city.

      Russia, the biggest outside backer of Syrian President Bashar al-Assad in his fight against rebels, has been preparing for an offensive on Idlib, a city that is controlled by rebels and is home to about three million people.

      But after the ‘Put-On’ talks in Sochi with Turkish President Tayyip Erdogan, who has opposed a military operation on the rebels in Idlib, Russian Defence Minister Sergei Shoigu was quoted as saying by Interfax new agency there would not now be an offensive.

    Earlier in the day, Vladimir Putin stated that Moscow and Ankara would establish a demilitarized zone along the contact line between the armed opposition and Syrian troops, which would be controlled by Turkey and Russian military police.

    Russian President Vladimir Putin and Erdogan met in the Russian resort city of Sochi and signed an agreement on setting up a 9-12 mile demilitarized zone in Idlib along the contact line of the armed opposition and the government forces by October 15. All heavy weaponry operated by rebel groups must be pulled out of the demilitarized zone by October 10, the agreement stipulates.

    “During negotiations on Idlib in Sochi we decided to establish a demilitarized zone between the territories controlled by the opposition and regime. The opposition will remain on the territories which it occupies. We will ensure that radical groups, designated by [Turkey] together with Russia, will not be able to operate in the region,” Erdogan wrote in his article for Russia’s Kommersant newspaper.

    I also wonder, since the S-300 system had already been purchased by Damascus several years ago, but never delivered (until now), if Assad had received a refund?
    Finally, an article by The Saker said that Putin has to also deal with a strong Jewish Fifth Column in Moscow, so he has been afraid to antagonize them. But an enraged citizenry has forced him into doing something to stop the Israeli bombers. About time! One wonders what will happen if Israel does it again?

I’ve heard a lot of bragging and scary talk about the S-300 for at least 20 years even as they advanced into the S-400 and newest S-500 but don’t recall any reports of their actual use in combat. Seen a lot of sensationalized articles and speculation as to their excellence but no actual reports of their successful use springs to mind.

    What does spring to mind though is during the same time period Israel attacked with seeming impunity anywhere in Syria-Lebanon-Iraq they chose, with the F-15 and F-16.
    Including the Syrian port / Russian base at Tartus some six or eight years ago which, since the Russian navy had big expensive ships parked there, one would assume they also had the S-300, Pantsir, Klub, etc. deployed there to protect their expensive ships. But I don’t remember them shooting down any Israeli aircraft when the Israelis struck those storage buildings very near those big expensive ships. Supposedly there were Yakhonts stashed there.

    This was with F-15 and F-16 and now they have the F-35.
    If you can’t shoot down the F-15, good luck shooting down the F-35.

      I think you are correct about S300’s not seeing combat yet, much less the S400’s. It might have something to do with Russia not invading other countries.

      Several years back, I don’t remember when, Russia did protect Tartus with S400’s. Due to their range, the S400’s covers almost all of Syria, all of Lebanon, parts of Israel, Cyprus, and Turkey.

      F-35’s are no more invisible to Russian radar than F-15’s or F-16’s. There is no stealth when it comes to Russian radar.

  6. Based on what I have come across lately:

    The Russians have declared a no-fly zone over Latakia province in the past day or so.

    About three days ago, Russia declared a no-fly zone over the eastern waters of the Mediterranean Sea to include Syrian, Lebanon, and Israel due to Russian naval war games. The no-fly zone is supposed to be through 9/26/2018. I suspect this will give them time to get the S300’s into Syria. The S300’s started landing via Russian air transport during the past couple of days.

    Also about three days or so ago, Russia stationed air tankers and fighter jets at the western most Iranian airbase.

    Russian is obviously up to something. Since the entire skies of Syria are covered by Russian S400’s, I wonder if the S300’s are just cover for using the S400’s during the next Israeli attack? I can hear the Russians saying that, since the Syrian S300’s and the Russian S400’s share common communications, there was tragic miscommunications.

Left to his own devices, I think Put-off would still prefer that Syria not get the S-300, but Put-off is probably being forced (shamed) into finally doing something he should’ve done a long time ago. I’d bet that Put-off’s popularity among the Russian people and the military is starting to suffer.

  9. Ungenius, Russia has already sold S-300 to Ukraine, Iran, India, Egypt, China, and a few more.

    There is a big difference between testing these AA systems within known controlled parameters and engaging a real enemy which has it’s own radars, ECM, decoys, etc. utilizing systems/tactics which will likely be unknown, unplanned for and fatal.

    When the F-35 and F-22 are eventually integrated and operating as one entity, (Entity-Relationship Model) the “Entity” directing the show will be A.I.
    Being targeted by these systems will very likely be a death sentence on the ground operating radars, etc. and a suicide mission flying against them.

    Not sure how far they are along but it won’t be long and there are already “stories” being told. This is one from five years ago. How long is five years in A.I. years?!

      At that stage there would be no need for pilots, so drones would be a better idea especially considering the F-35 turkey. Of course, if no one is dying, there would be no need for war, just expensive games.

      The ‘news’ being read in popular spots in ordinary media is not really news.

      This is news, even though it has been going on for many decades:

      Qualifying Industrial Zones(QIZ) in Jordan and Egypt are Free Trade Zones for them and for US and Israel also. All four can share the same warehouses physically and fiscally. Any goods entering there are actually fungible.

      QIZs can be compared to free trade zones. QIZs are typically industrial parks housing manufacturing operations.

      They simplify cooperative production between countries because they:
      1)are enclaves of infrastructure in developing countries where infrastructure may be sparse;
      2) are fiscally outside the customs territory of a country.

      Thus, on raw materials flowing into and goods moving out of zones, customs procedures are streamlined and tariffs do not apply until the item formally enters a country as an import for consumption.

      Russia is not banned from trading with Egypt, which has increased recently. The other three can exchange invoices and tags with Egypt and Egypt can alot it to Russia in one corner of the same warhouse…. or another complete complex…. or even a military base, designated as a QIZ or Free Trade Zone.

      Egypt does not want to be beholden to a single supplier. And as such, the country purchased a mixture of arms from France, China and the United States, as well as Russia.

      ‘Put-On’ can ALSO make Egypt a safe haven for deploying Russian troops, with help from US & Israel

    4 systems allows for 8 targets to be attacked simultaneously.
    It remains to be seen what those targets shall be, the Zionist has a few options including, to sit on their collective hands ( unlikely ), test the system by launching surface to surface missiles or unmanned drones, send in a sacrificial F16 in the hope that the s300 fails or it’s (F16) shooting down causes the sheriff (US) to ride to the rescue, send in the F35 and hope US stealth technology is all that, very risky as this option would not please the US as its industrial military complex has built it’s future around the F35, finally a combination of the above IE a mass attack,also very risky, this option will likely need to a wider war, and the Zionist entity may get badly damaged.
