Although it purports to be a civilian rather than a military organization, the NSA is in the business of G-2, collecting information for the military. The NSA director is always a general or an admiral. My first glimpse of the military nature of the NSA was learning that the USS Liberty was under the control of the NSA rather than the US Navy.
